EDUCATION AND/OR EXPERIENCE
A Bachelor's degree in Accounting or Business Administration from a four-year college or university. Five-years employment experience including audit assignments with a CPA firm and related maritime industry experience, which includes the review and understanding of complex documentation, is highly preferred. Desirable experience would include a high level of proficient in software applications such as Microsoft Word, Excel, Access and PowerPoint. Experience and education in database design and reporting. Education and/or proven proficient in statistical analysis.
LANGUAGE SKILLS
Ability to read, analyze and interpret policies, journals, financial reports, and legal documents. Ability to respond to industry common inquires from member companies. Ability to write reports, correspondence and technical communications. Ability to effectively present information to top management and member company employees.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals. Able to compute rate, ratio and percentages, and to draw and interpret bar graphs. Able to apply mathematical equations and functions using Excel. Ability to apply accounting concepts to practical situations.
REASONING ABILITY
Ability to prioritize and manage several projects at once. Must be organized and detail oriented. Display good judgement in dealing with a myriad of maritime industry issues as well as employee related issues.
Ability to apply a common sense understanding to carry out instructions furnished in written and oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

WORK ENVIRONMENT
The work environment can be fast paced and hectic. The office location is the center of the San Francisco Financial District. Outside travel to all west coast area ports is required. Reasonable accommodations may be made to enable an individual with disabilities to perform the essential functions.
OTHER SKILLS AND ABILITIES
Ability and skill to relate to all types of people and levels within the organizations of Pacific Maritime Association membership. Familiarity with cargo tonnage reporting and industry knowledge is desirable.

Responsibilities
SUMMARY
Provides through management of the administration of established polices and procedures to ensure the consistent accurate reporting of cargo tonnage by Vessel Operators, Agents for Vessel Operators and Contracting Stevedores and the accurate and timely collection of industry assessments by Contracting Stevedores, Vessel Operators, Agents for Vessel Operators and Others of west coast ports: California, Washington and Oregon. Performs special projects as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following – additional duties may be assigned:
Evaluates both administrative and accounting reports to verify the accurate reporting of cargo tonnage discharged and/or loaded in any California, Oregon, or Washington Port and the proper and timely remittance of assessment monies.
Conducts audits on a periodic basis, on-site, of members’ records which include cargo manifests, surveyor reports, inspector reports, wharfage bills, stowage plans, etc. and automated systems information to determine accuracy of reporting.
Prepares and submits assessment status reports to the CFO.
Administers and monitors activity and file maintenance of tonnage and assessment records using a customized data processing system.
Advises and consults members’ administrative staff to assist with the proper reporting of cargo tonnage and the remittance of assessments.
Works with the Research Department to update, revise and distribute policies, procedures and assessment rates.
Provides User set-up, assists and trains member company new employees on cargo tonnage reporting procedures.
Establishes and maintains long term working relationships through on going interaction with members companies.
