Qualifications

Able Seaman will work as a watch stander or day worker in the Deck Department. As a watch stander, you will stand wheel, anchor, and gangway watches as directed, maintaining alertness at all times. During a wheel watch, you must maintain a steady course, properly execute all rudder orders and communicate utilizing navigational terms relating to heading and steering. As a day worker, you will perform general maintenance, repair, sanitation and upkeep of material, equipment, and areas in the Deck Department. The incumbent performs maintenance such as chipping, scraping, soundings, priming, painting and/or cleaning of the ship’s hull, decks, superstructure, cargo gear, smoke stack, lifeboats, rescue boats and/or life rafts, and emergency and damage control gear. Responsible for learning the location and use of emergency equipment, lifesaving equipment, damage control equipment, and safety equipment. Able Seaman performs all operations connected with the launching of life saving equipment and makes security inspections of the ships. Also performs other duties within the scope of the position.

Minimum
Eligibility Requirements: Must be a United States Citizen, minimum age of 18, possess a current U. S. Passport within seven (7) months of expiration, a current United States Coast Guard Merchant Mariner’s Document (USCG MMD) within ten months of expiration, and STCW 95 Certification with Ratings Forming Part of a Navigational Watch (RFPNW) within ten months of expiration.

The following endorsement(s) are required:
AB – Special, Limited, Unlimited or Any unlicensed rating in the deck department including AB.
Must possess STCW 95 Certification with Ratings Forming Part of a Navigational Watch (RFPNW)—Able Seaman.

Note: If you are requesting a 10-point veteran preference, you must provide a copy of your DD-214 Certificate of Discharge (member copy 4) the SF-15 Application for 10-Point preference and a copy of your VA letter.

Evaluation Criteria: Applicants who meet the Minimum Qualification Requirements described above will be further evaluated. Documented experience, education, training, and awards contained in the application package will be reviewed to determine the degree to which you possess the required knowledge, skills, and abilities (KSAs) that are essential for successful job performance. A ranking determination will be conducted against the knowledges, skills and abilities to determine your qualifications as reflected by your responses to the following job related factors:

1. Ability to perform general maintenance and repair on deck equipment.
2. Knowledge of Seamanship
3. Knowledge of shipboard safety and firefighting equipment.
4. Knowledge of helm orders and underway bridge procedures.
5. Knowledge of cargo operations.

To earn the highest rating possible, it is your responsibility to submit detailed information in response to the KSAs listed above. Evaluations, ship assignments, awards, training, education, commercial experience, etc., will also be part of the rating and ranking process.

Employment Requirements: MSC Civilian Mariner positions are subject to drug urinalysis testing, participation in vaccine immunization programs, require the candidate to pass a physical exam and obtain a security clearance. Entry-level positions require candidates to pass an English Language Competency Test. A tentative offer of employment will be rescinded if the selectee fails to report to any of the scheduled appointments, fails the physical examination, language competency test, drug test, lacks the certification requirements, or is unable to obtain a security clearance. MSC employees are required to participate in direct deposit/electronic funds transfer as the standard method of payroll payments.
