Qualifications
Basic professional profile:<p>
BS (Bachelor of Science degree in Biology, Environmental Engineering, or similar degree), preferably with emphasis on Environmental Impact Studies.
<p>
Minimum five-year experience in managing Environmental issues in relation to highway design and construction, including direct experience of landscaping, fauna and noise mitigation measures, endangered species, habitat evaluations, impact on and environmental permits for wetlands and jurisdictional waters, SWPPP.<p>
Working knowledge of environmental standards, legislation and practices at state (Texas) and federal level (NEPA).<p>
Available to travel within the US

Duties:
<p>
As part of a small design team, the candidate will:
<p>
• Help select, supervise and manage external environmental consultants working on the evaluation the environmental aspects for PPP projects from the viewpoint of the D&B Team, both during the proposal and the D&B (post-award) phase..
<p>
• Prepare and supervise design documents to be submitted in PPP proposals from an environmental viewpoint, as well as check the Bills of Quantities (BOQs) for mitigation quantities produced by external sub consultants to the D&B Team..
<p>
• Prepare environmental management plans and environmental monitoring plans during construction. There may be some partial assistance from external environmental sub consultants, but the candidate must be able to develop these documents to a great extent on his own, both at the proposal and D&B (post-award) stage..
<p>
• Supervise and direct D&B Team personnel and external sub consultants during the implementation of these plans and mitigation measures during construction.
<p>
• Participate in meetings with the Owner (TxDOT or other DOTs) about design issues and environmental risks in the Project, both during the proposal and D&B stage..
<p>
• Advise on legislation and procedures concerning the environmental permit process.
<p>
The management of external consultants during these projects will involve some contractual issues, but there will be a very important technical component, devising and deciding on technical solutions and advising on the environmental pros and cons of different alternatives, etc.
