Qualifications

BS in Engineering or other scientific/technical field
Preferred: MS in Engineering/Business
Minimum 10 years in Engineering/Project/Program Management/Leadership.
Minimum 3 years in Business Development/Capture Management.
Experience related to maritime communications, communications
networks, and /or command and control systems desirable.

Responsibilities

Manage the planning and scheduling of proposal efforts. Oversee the compilation of cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions. Directs the collection and accumulation of cost, scheduling, and performance elements from functional departments. Oversees the research and analyses of historical data and development of cost models to support proposal efforts. Participates in should-cost and pricing reviews with management and customer representatives. Accomplishes results through subordinate managers and/or associate managers, or senior level exempt professionals. Subject to approval, modifies the organizational structure of assigned central or program units. Acts as advisor to subordinate managers. Focuses on directing organizations to meet critical schedules, resolve critical/complex technical or operational problems. Directly participates in establishing and administering many projects and assignments. Develops and administers budgets, schedules and performance standards. Exerts influence in development of overall objectives and long-range goals of the organization. Erroneous decisions or recommendations would normally result in critical delays and/or modifications to projects or operations. Frequent contacts with equivalent level managers, industry peers and customer representatives.
