Qualifications

System engineering, software engineering, hardware engineering, and CM/DM process experience. EVMS/Control Account Management experience. Leadership experience in a teaming environment. Team building. Excellent written and verbal communication skills. Knowledge of architecture definition processes. Ship integration experience, Navy or maritime ship construction knowledge, interface management, ship life-cycle support knowledge. 10+ years experience, Bachelors degree with major in Electrical Engineering/Math/Computer Science.

Responsibilities

Responsible for the results and effectiveness of an engineering department (100+ people) including performance to budget. Collaboratively manage engineering resources required to support large-scale integration work specifically in the area of integrated shipboard electronics. Provide manpower, staffing, and college recruiting plans consistent with enterprise goals and program plans. Create, review, and update engineering processes including but not limited to systems, software, hardware, integration, test, and CM/DM. Support enterprise-level groups responsible for maintaining engineering process. Develop metrics-based program management formats and provide the necessary management guidance to incorporate the metrics into the programs. Conduct regular reviews of programs with specific focus on engineering performance and process execution. Provide employee performance assessments as part of a quarterly process and as required based on employee performance. Manage the staffing and de-staffing process in accordance with Corporate guidelines/policy and State/Federal regulations. Provide leadership and mentoring to section managers (currently 5). Work with other Department and Center Managers to plan and provide for the personnel required to have successful performing programs. Oversee IR&D submissions, awards, planning, conduct, and close-out. Provide guidance, technical input, and staffing requests for NBI requests related to the Department and enterprise work efforts. Provide value added support to and ensure proper staffing for capture efforts. Ensure, on a weekly basis, proper charging to programs and department funding. Work closely with the engineering management to fulfill Directorate/Center-level goals and commitments are met. Actively work to achieve an SEI Level 3 rating for the enterprise. Actively work to achieve a CMMI Level 3 for the enterprise. Promote the support of community service activities
