(WCI) will address the news media about the President’s FY 2013 budget and outlook for the U.S. Army Corps of Engineers’ Civil Works program, the $800 million cost over-run at Olmsted Lock and Dam, and the status of the Inland Waterways Capital Development Plan in Congress.
