<P>We say that the abomination of Somali maritime piracy must be lawfully
uprooted and stamped out.</P>
<P>The criminals who perpetrate these appalling armed attacks must be put behind
bars. Their backers must join them in prison. </P>
<P>Despite the admirable efforts of our naval defences forces, most captured
pirates are released due to lack of evidence, lack of political will or lack of
the facilities to put them on trial, convict and punish them. We need more
courts, more trials and bigger, better prisons in the East African region.</P>
<P>This can only be brought about through the efforts and cooperation of
numerous governmental and international agencies. We call upon them, in the name
of the suffering hostages, the industry and the world community to wipe out this
extortion, 'a stain on the world'. </P>
