The move signals growing confidence among major African energy producers in LNG market fundamentals and reflects the strategic importance of owning carrier capacity in an increasingly competitive global market. ## France Intensifies Shadow Fleet Enforcement French authorities are escalating penalties against illicit tanker operations, with proposed legislation that would double fines for vessels operating without proper flag registrations or refusing to comply with maritime authorities. The measure targets Russia-linked shadow fleet activity and represents a significant hardening of enforcement efforts across European waters. This regulatory escalation mirrors broader international pressure to combat geopolitical circumvention of sanctions through maritime shipping networks, strengthening compliance requirements for operators across the region. ## Offshore Subsea and Platform Supply Markets Active Norwegian subsea contractor DeepOcean has secured additional construction support vessel capacity through a charter agreement with Boskalis for the CSV Boka Spearfish. The 2014-built vessel will support DeepOcean operations through the remainder of 2026, with extension options available. Simultaneously, UK-based offshore vessel operator North Star has fixed the 2013-built platform supply vessel Grampian Sovereign to oil and gas operator EnQuest for operations in the North Sea. The firm contract period extends at least one year, reflecting sustained demand for offshore support services in UK continental shelf operations.
