The Norwegian Geotechnical Institute and Japan's OYO Corporation have signed a memorandum of understanding to collaborate on offshore wind development, signalling growing international cooperation in the sector.

The Norwegian Geotechnical Institute (NGI) and Japan's OYO Corporation have signed a memorandum of understanding (MoU) to cooperate on offshore wind projects, according to Offshore Energy. The agreement marks a significant step in cross-border technical collaboration as both nations accelerate their respective offshore wind programmes.
NGI, a leading independent research and advisory organisation headquartered in Oslo, brings extensive expertise in geotechnical engineering for offshore structures, including foundation design and seabed assessment — disciplines that are critical to the safe and cost-effective installation of offshore wind turbines. OYO Corporation, one of Japan's foremost geotechnical and geophysical consultancies, contributes deep knowledge of local geological conditions and a well-established presence in the Japanese energy market.
The partnership is particularly timely. Japan has set ambitious targets for offshore wind capacity as part of its broader energy transition strategy, aiming to deploy up to 45 gigawatts of offshore wind by 2040. Achieving that goal will require substantial investment in site investigation, foundation engineering, and subsea geotechnical analysis — areas where both NGI and OYO have established track records.
For NGI, the agreement extends its international footprint into one of Asia's most promising offshore wind markets. Norway's geotechnical sector has long been regarded as a global leader, shaped by decades of experience supporting the country's offshore oil and gas industry — expertise that translates directly to the demands of offshore wind foundation engineering.
The MoU signals a broader trend of European technical expertise being channelled into emerging Asia-Pacific offshore wind markets, where rapid capacity growth is creating strong demand for specialised engineering services. Japan's complex seabed conditions and exposure to seismic activity make rigorous geotechnical assessment especially important, adding further strategic value to the collaboration.
