Western Midstream Expands Produced-Water Treatment Capacity in Permian Basin with Second JIP Facility
By MGN Editorial•June 17, 2026 at 12:00 PM
Western Midstream has announced the start-up of a second produced-water treatment facility in the Permian Basin, a joint industry project with Chevron, ConocoPhillips, Devon, and ExxonMobil capable of reclaiming 1,000 barrels of freshwater per day.
## Western Midstream Scales Up Produced-Water Treatment in Permian Basin
Western Midstream Partners has announced the successful start-up of a second produced-water treatment pilot facility in the Permian Basin, marking a significant step forward in the industry's efforts to manage and reclaim water resources from oil and gas operations.
According to a PR Newswire release, the facility is structured as a Joint Industry Project (JIP) involving five major energy companies: Western Midstream, Chevron, ConocoPhillips, Devon Energy, and ExxonMobil. The collaboration underscores growing industry interest in shared infrastructure solutions for produced-water management.
### Ten-Fold Increase in Reclamation Capacity
The new facility is designed to produce approximately 1,000 barrels per day of reclaimed freshwater — representing a ten-fold increase over the output of the first JIP facility. This scale-up signals the consortium's confidence in the technology and its commercial viability as water scarcity concerns intensify across the arid Permian Basin region.
Produced water — the byproduct of oil and gas extraction — is generated in substantial volumes during upstream operations. Treating and reclaiming this water for beneficial reuse has become an increasingly critical priority, both from an environmental stewardship perspective and as a practical response to water supply constraints in the region.
### Industry Significance
The Permian Basin is one of the most prolific oil-producing regions in the United States, and its operations generate enormous quantities of produced water. Historically, much of this water has been disposed of through underground injection, a practice that has drawn scrutiny over its potential links to induced seismicity and its failure to recover a valuable resource.
The JIP model adopted by Western Midstream and its partners reflects a broader industry trend toward collaborative investment in shared midstream infrastructure, spreading capital costs while accelerating the deployment of innovative treatment technologies.
For the midstream and energy sectors, the successful scale-up of this facility may serve as a template for further expansion, with implications for water management strategies across other major U.S. shale basins. The reclaimed freshwater could potentially support agricultural, industrial, or operational reuse, reducing the overall environmental footprint of Permian Basin production activities.
Western Midstream has not yet disclosed a timeline for potential commercial-scale expansion beyond the pilot phase.
